Please use this outline and grading package as a guide to write your Keller PA600 P-Plan project. Your faculty member will use it as a grading guide as well. This package is meant to provide very specific direction to the important elements of the P-Plan as practiced in Keller’s MPA Capstone course. While it serves as a general topic outline for our plans, each plan will vary somewhat from this structure.

PA600 is intended to be a comprehensive evaluation of the key objectives you have studied and learned at Keller. This P-Plan assignment will challenge you to practice the concepts you have learned in your MPA program. To that end, your team is challenged to develop a plan that brings in real world understanding and information. As a team, you will research your chosen marketplace, and use realistic and real-world information for the foundation of your plan. You will demonstrate that your concepts have been researched and are viable by using and implementing primary research in your plan.

The plan outline and key questions to be answered are supplied in this guide. If you follow the outline here, as well as do the readings in your textbook, and use the lecture and tutorial guidelines, you will be on your way to creating a viable and exciting P-Plan. Please review this document and refer to it throughout the term. Importantly, you should allow the grading rubric to somewhat organize your plan, so that your faculty member will have at his or her fingertips, the needed information in an organized fashion, to allow your team to achieve the most points possible. However, do not take a “cook-book” approach to this Plan, because no two Plans will (or should) be alike. Depending upon your organization (whether it’s nonprofit, governmental, or public health), you will have to follow the plan with an eye and ear toward your organization’s needs. Your faculty member, an expert in the public administration arena, understands this fact. So, do not be concerned if your organization seems unique, because that’s a good thing! From your perspective, what are the most pressing concerns within Public Administration?  Based on your discussions in previous classes, why is there such scrutiny on the public sector as a whole? What about in your area of interest (government, nonprofit, or public health)?

Nonprofit organizations must be a steward over the funding that is donated to them on a daily basis.  Donors want to feel comfortable in knowing that their money is going towards the mission of the nonprofit organization. There are many resources for donors to find the financials of the organization to ensure that they are being a proper steward. What are some other things that either volunteers or donors can do to hold nonprofit organizations accountable?

What are some other things that you believe that the government could do to ensure that taxpayer funds are being spent appropriately?

As we know, salaries in the public sector are much lower than in the private sector. Why, then, do we want to work in this sector? What draws us to this work?

The most pressing issues are government policies and how they are implemented. Pain medication is a dilemma for many Americans. There are 116 million people who suffer from chronic pain. A study on FDA regulated prescription drugs reported that 17 of these approved drugs often prescribed for conditions that medicinal Marijuana could successfully treat. There were 11,687 deaths reported due to drug abuse from 1997 to 2005. In the same study, no one died from a Marijuana overdose. Marijuana is a non-addictive drug with only 10 percent of the average users suffered from dependency whereas; 15 million in the world were addicted to drugs like Oxycontin, Vicodin, and other opioid painkillers…

Who are the stakeholders most relevant to your P-Plan?  Do you think that the “general public” is a valid stakeholder? Or is this too large of a group?

It’s often the case that this primary stakeholder isn’t the direct target of your organization, but rather a related person or entity with similar goals. Your stakeholders may not be obvious, but they’ll naturally arise when you see who has shown interest in your area. You will even find in some cases that a tool kit for assessing stakeholders also is presented to help executives identify their institutions’ key stakeholders, determine the power of these stakeholders and their core values, and define who within their institutions should be responsible for the routine management of different stakeholders.

If you don’t focus on the relationships that matter most, management and staff will be running in all directions, not meeting anyone’s needs very well. So how do you produce a shorter, more coherent list?  Do you believe it is important to know what role each stakeholder plays in this industry?

The public sector is a great stakeholder. The reason being that there is always support you can count on. Multiple people share the same perspective as you and assist you on your cause. That makes planning easier because you know what help you can rely on. At the same time, the public sector is too large and has people with different view. That means that you must take out time to educate and tell many on why certain things have to happen a certain way. The time that is taken to inform people is the time that could be used for research and other resource purposes. The public sector is a win/ lose situation…

A marketing budget is a guide to ensure that you are staying on target with estimated costs vs. the actual costs. However many companies tend to under spend on marketing, thinking that by not spending they are saving. But by not spending on marketing, they are missing out on an enormous amount of business. What things should your team consider when creating a marketing budget? How much should you spend?

Do you think it matters how good you are at social media and/or advertising and marketing? What gets people coming back and becoming loyal customers?

One of the most common factors that caused a problem in the public sector is funds availability of money/cash for a project. The government and all entities within it run on a specific budget. This gets more complicated, especially for a nonprofit organization. The Public sector is based on my knowledge of nothing less than a nonprofit organization. That means there is only a certain amount of money available to do the work. That means the overall plan structure must be followed to the slightest detail. The operations portion of the P-Plan encompasses several different areas. Let’s start by reviewing the organizational structures in this week’s lecture. Which structure is most appropriate for your P-Plan?  Is there a structure that would not work? Why not?

The bureaucratic organization is very organized with a high degree of formality in the way it operates. Organizational charts generally exist for every department, and decisions are made through an organized. Do you think this is the best structure to use for your proposal?

A bureaucratic structure has its pros and cons as with any structure and other elements of an organization. What do you think are some specific pros and cons for your P-Plan?

One of the obvious goals of our P-Plans is to develop into a hugely successful program. As we know, though, sometimes this does not happen. What are some reasons that organizations (and programs) fail?

The Matrix Organization Structure is what I would utilize for this P-Plan project. The key benefit of matrix organization is that highly skilled and capable resources can collaborate between the functional units and important strategic projects. This model structure allows the project leaders to focus on their areas of expertise. The Functional supervisors focus on hiring, training and managing employees in their field, while project managers can concentrate on achieving the goals of their specific projects or products. . The project team can get the highly skilled personnel they require. Individuals are selected based on credentials and appropriateness.

Now for the advantages and disadvantages, which is dependent upon the organization.  The matrix functions as a hybrid between the divisional and functional allowing an organization to utilize a sector of each. Even for large companies, the challenges of collecting, analyzing and using data can be daunting. So for organizations in the public sector– which generally have fewer resources available – the challenges of effectively employing data are even greater. Most public sector organizations lack the time, personnel, budget or technology needed to get the most out of data.

It is important for organization to have a vision of its direction over the next five to ten years. The reasoning being, you don’t want to implement a technology that will be irrelevant or not as significant in the future. Trends play a major role in decision strategy and designing systems. What are some key financial policies that your organization does (or should) have in place? Why are they important?  Why has it become so important for public sector organizations to worry about financial policies?

Within government and state-owned enterprises around the world, fraud seems to be more of an internal than an external phenomenon. This internal threat is significantly higher in the public sector than in most other sectors. Financial difficulties force organizations to reduce costs and explore possible efficiencies. Any resulting staff reductions can lead to reduced segregation of duties and less monitoring of suspicious transactions and activities. This in turn weakens the internal control environment and can produce more opportunities for staff to commit fraud. Do you believe that the Financial Reporting and Audit Task Force also play a role in this area?

Public sector organization need to worry about financial policies because it is important for democratic governance, macro-economic stability, effective use of resources available and poverty reduction. Public Financial Management systems can also help prevent corruption and foster aid effectiveness. The budget provides an important tool for the control and evaluation of sources and the uses of resources. Using the accounting system to enact the will of the governing body, administrators are able to execute and control activities that have been authorized by the budget and to evaluate financial performance on the basis of comparisons between budgeted and actual operations…

Review the budget templates posted in the lecture. What are some line items that you had not thought of but now realize will be important? How will you determine realistic figures to use in your P-Plan budget?

Take a look at the budgets that are linked in the lecture this week. There are links to real budget for governmental, nonprofit, and public health organizations. What parts of these budgets look the most difficult to complete?

Thinking about your course project, Should you budget short-term or long-term? Why?

Every organization is different. But conducting a yearly competitive scan is helpful when determining fundraising goals. It’s especially important for younger organizations with little historical data. Looking at the field is absolutely crucial to see what is possible. Think about the financial collapse in 2008 and the massive decline in donations that followed. It would have been crazy for any nonprofit to not factor in these national trends into planning after that. So how do you attempt to forecast donations you might ask? There are many different options but I would suggest using the Giving USA report which provides an unbiased look at philanthropic giving trends in the United States and makes predictions for future years.

Forecasting uncertain revenue can certainly be a challenge. We see this in both the public and private sectors.  If a ‘private’ or publicly traded company doesn’t ‘estimate’ it’s earnings correctly, even if they are off by only a few cents per share, their stock price will plummet when their quarterly reports are released.  This is why you see constantly fluctuations in a variety of budget items (overhead) to cut costs.  In an aggravating twist, they’ll even hire more people and/or spend money so that they don’t go too far over estimates. This is so analysts and shareholders don’ then have an overly aggressive expectation for the next quarter.  It’s a balancing act. In the Department of Defense, dollars associated with Defense contracts are constantly fluctuating.  If it the overall budget amount remains the same, some contracts are even incrementally funded…

What are some benefits of putting together a case statement?  As the template indicates there are two types of case statements; internal and external. The internal case statement would be used by those within an organization such as staff, officers and/or a governing board, whereas the external addresses the public and potential outside donors.

We learned from the lesson this week that once you have grabbed the reader’s attention, you must then explain why the reader (funder) should help fund your program. What are some important aspects that you believe you should mention in your P-Plan to get the “funder” to fund your program?

One part of the case statement is a description of how the donor can be a part of your vision (i.e., the program or project). What are some key words we could use to make the donor feel like it is being asked to be a part of something special?

An effective case statement sets forth the reasons why an organization is deserving of philanthropic support. A case statement 1) articulates the societal cause the organization champions, and 2) lists the reasons why one should make a contribution in support of the cause. There are two types of case statements: internal and external. Also are they employees that work for them as equal as mine because I would only hire people that are either the same as me or close based on perspective on dogs. Are there any components of the planning model that you think would be difficult to complete at this point?  One of the components is a Business Plan Analysis. In this analysis, you are asked to consider current and future work force trends. In relation to your P-Plan, what are some of those trends? How will they impact your program?  Another component is the Human Resources Assessment. As part of this component, consider the type of positions (both paid and volunteer) that you would need to make your P-Plan work. What are some of those positions?

From our lesson this week we learned that models have many uses. The first is to visualize a process, procedure, or paradigm that contains interrelated parts. The second is to provide a means to remember all of the components and their interactions. A third use of a model is to be a medium for communication and discussion between people. The Human Resources Planning Model is intended to be useful in all three ways.

Of the various components of the human resource planning model, the Business Plan Analysis component could be difficult to complete due to the complexity of the process in having to identify the exact problems or issues that need improvement within the organization. The Business Plan Analysis focuses on issue identification and action planning. By using workforce trends to discover potential problems, Human Resource managers can identify the issues involved in any business plan. Once the problems or issues have been identified, there needs to be brainstorming strategies to solve these problems and generate actions to become a part of the business plan…

I have benefited from apprenticeship programs and on-the-job training that was sponsored by either the company or the union. Actually, I have done a few apprenticeships and found it rewarding.
