Which approach to public administration does it seem best suited to? Do you like and use this model? Class:  Sometimes my city staff gets frustrated with Council decisions that are not based on the NPM variant, but rely on the political approach.  Some would suggest that being politically astute is a necessary attribute of a city administrator.
